First get the ATV (квадроцикл) from your garage and drive to the Outrigger Settlement. Then drive as fast as you can at the upper right part of the stone wall thats outside the Outrigger Settlement. After a couple tries you should be able to stand on the stone wall. Save at this point just in case you fall off. Then start jumping forward and eventually you'll make it to the other side which enables you to grab the card which you may have missed before the settlement was closed.
